Slender Concrete Masonry Walls

On pg 193 of Schneider & Dickey's 2nd Ed. of
Reinforced Masonry Design, a calculation
of the balanced steel ratio for

concrete masonry unit bending elements

is given and is attributed to the Structural
Engineer's Association of Southern California
and ACI Task Committee on Slender Walls.

That committee apparently recommended using
f'm=2200psi and Fy=70ksi for calculating
the balanced steel ratio.  Apparently this
is without regard to the actual f'm or Fy.

Does anyone know the basis of this?
