The best reference I've got is "The Seismic Design Handbook" by Farzad Naeim, which in pg. 30 makes 
reference to a publication called "An Introduction to the Theory of Seismology", by K.E. Bullen and 
B.A. Bolt, Cambridge University Press, 1985, for information on performing that kind of calculation.  
The book I have indicates that the problem is a rather sticky one, as it the answer depends a lot on 
the attentuation of the waves by the particular geology through which it travels.
