It usually stands for "fiber-reinforced plastic."  It is available in 
several general structural shapes (WF, tubes, angles), bolts and 
nuts, and as a bundle that can be substitutes for rebar.  I haven't 
seen it used in concrete, but it is often used for small platforms, 
etc., in chemical plants or areas very aggressive to steel.
