In the very least it would increase the tension capacity of the anchor. This is because the concrete strength governs over the capacity of the anchor since failure is likely to occur in the concrete.
This is why you also see an oversized washer and nut used on threaded rods embedded as anchor bolts.

I'm not sure how the depth of embedment accommodates the mud sill since the governing factor here is the capacity of the wood in shear. Ben Schmidt SE was instrumental in increasing the recommendations for the anchor bolt connection to use a 2 1/2" square plate washer to minimize the pressure at the plate and reduce the risk of plate failure as was noted in the Northridge earthquake.
