I have not seen many technical papers on cracks in slabs on grades caused
specifically by earthquake forces. The philosophy of a earthquake design is
to allow the building to undergo plastic deformations to dissipate the
energy. The cracks in slabs on grade is not an issue in earhquake design as
it is unlikely that they might play a part in hazard reduction. Ofcourse,
the slab on grade in earhquake areas will be important in post quake
rehabilitation work such a airport runways etc.

A better topic to discuss is the effect of site conditions on eartquake
design. By site conditions,I mean the building density near the site. The
effect on earthquakes on bearing pressure will be interesting as seen from
the Kobe earthquakes where one of the reasons for toppling of building was
cited as reduction in bearing capacity of the soil.
