ASCE-7 seismic is based on the NEHRP Provisions produced by the 
Building Seismic Safety Council, as are the ASCE Seismic provisions.  
The load combinations referred to above were introduced into the 1991 
NEHRP Provisions to serve the same role as the following load 
cominations contained in the Uniform Building Code:
- D+0.8L+3/8RwE
-.85D+3/8RwE

These load combinations are intended to be used for the design 
of potentially brittle elements, the isolated independent failure of 
which could result in structural collapse.

For steel structures, they are used for the following:
1- to check the axial strength of columns
2- to check partial penetration welds on column splices
