Two pour foundations are still done all the time unfortunately.  On
several occasions I have been able to convince the contractor to install
short no. 4 vertical dowels at 24 inches o.c. joining the foundation and
slab.  Unless the City also request a tie between the slab and
foundation it is a hard sell to the owner or contractor even though the
cost is minimal.
