In my opiinion epoxy coated bars are a complete waste of time and 
effort. 
I do not know your applications but for normal levels of protection 
in sea-water it is better to have a good, dense concrete(use admixtures or
blended 
cements, vibrate well) with adequate cover and quality.
For extraordinary levels of protection use cathodic methods. They are 
expensive to install and also have ongoing costs.
