Well said, Sasha.  That is the win-win result most of us will strive for.
 Unfortunately, as is so often the case in seismically active regions,
the owner will seldom know the extent of such "quality" until the
structure is nearly destroyed - or not.  The owner will usually only
know cost and delivery, and will thus mistake cost and delivery for true
