Sounds like things that might go on a civil enginers improvement plan
for a subdivision.  UBC requirements are fine and understood by all
concrete suppliers.  The minimum decisions that need to be made are
compressive strength (suggest 3000 psi for durability on sidewalks) and
cement type (Type V for sulfate resistance)
