FEMA 172 interpanel shear capacity of precast concrete walls

FEMA 172 says that a commonly used technique to increase
interpanel capacity of precast concrete walls is to bolt steel
plates across panel joints.  It continues to say that observations
of earthquake damage indicate that this technique may not
perform acceptably due to insufficient ductility and its use
is not recommended.

Unfortunately, alternatives are quite expensive and disruptive, so
I'd like to learn more about the designs and observed damage.

I would appreciate your help in locating published reports on such
observations.  Alternatively, if you have observed damage to
such plates, or know someone who has, I'd appreciate receiving
a description of the situation or leads to the right people.
