Do you mean 30 psi corrected for overburden? 
1994 UCBC specifies location of tests, number of tests, and minimum mortar
quality in section A106.3.  

Additionally, the installation of epoxy anchors requires a 50 psi average per
ICBO ES and LA City (even though the anchors perform in 30 psi mortar).

Could it be that your e-mail editor left the zeros off of the thirtys? ;-)
