Fwd: Precast/Prestress Force Transfer Methods

We've had a question from a contractor bidding on a precast prestressed
beam project we've designed.

Essentially, they're asking if it is O.K.  to flame-cut the prestressing
strands in the box beams that they are bidding on, to effect transfer of
prestress.  This sounds fishy to us, since our spec (handed down from
generation to generation, and reflecting the Texas DOT specifications)
describes a method of gradually gang-releasing the tendons until full
transfer of prestress force to the member is achieved, then cutting
them.

Does PCI (or any industry group) have a standard procedure that addresses
this?  Please answer ASAP.
