I think the basic question should be, "Why don't buildings fail?"

There are three reasons, the first of which is the least likely:

1.	The building was properly designed *and* constructed.

2.	The building was never subjected to the loads and forces for
it was supposed to be designed.

3.	The inherent ability for material to redistribute loads and
