Seems to me that the weld needs to be strong enough to develop the 
combined moment of inertia of the double section about the axis of 
symmetry to make sure that buckling of a single angle doesn't occur. You 
can't guarantee that the load will necessarily be distributed evenly up 
to buckling. I'd calculate the maximum bending moment from a reasonable 
assumption about the eccentricity. Since that moment changes from the end 
to the center, a shear force develops and that's the shear force that 
needs to be resisted by the welds.
