What material is the unreinforced foundation?  Concrete foundations in good
condition to which the house framing is adequately bolted seem to do well in
strong shaking. 
Unreinforced masonry is another matter; unreinforced masonry foundations are
good at supporting the weight of the house -- but, they are most likely not
reliable for lateral bracing of the house; my practice for unreinforced
masonry foundations is to be sure the unreinforced masonry foundations are
properly maintained by resetting loose masonry units and repointing inside
and out to restore their continuity and get them ready to continue to resist
gravity loads, and and then to construct an independent seismic underfloor
bracing system for the house.
