When doing seismic retrofit design of existing highway bridges a couple
of years ago, we used Fu for A36 steel for the yield to get the most
ductility. This was 58 ksi. When designing  a frame to resist lateral
motion, you want to know the *real* yield of the steel and the concrete
to ensure tha e proper sequence of yielding and plastic joint formation.
You certainly don't want any suprises.....
