Your interpretation is correct.  You take one-half of the allowable
stress that you calculate.  (That's what the code says, one-half of
the *allowable stress*, not one-half of f'(m).)

Somehow, somewhere, someone started interpreting this to mean to take
one-half of f'(m), which is *incorrect*.  Several years ago when the
University of Arizona decided to inaugurate a masonry course, which
was taught by a PhD with no masonry (or other) design experience, he
taught it as using one-half f'(m).
