James,

	I think you can calc hoop stress based on equilibrium of a 
semicircular section of pipe + fluid.  You know operating & max pressures, 
as well as pipe wall thickness & diameter.  From that you can set up 
equilibrium of the section:

	pressure * diameter = 2 * wall thickness * unit length * hoop stress

Or am I looking at the wrong load case?
