You should have fire blocking at mid height of your studs which 
will make the
unsupported height of your studs half as much. This will help 
the capacity of
your studs.

I agree, but the problem here is that the use of full depth 
fire-blocking destroys the sound dampening capacity of the wall. 
Staggered blocking does not stop the fire from traveling up the 
studs.
