What factor of safety is prudent on design of steel cable for tension

The standard "Design Factor" for cables used in rigging is 5.
However, you should seriously consider the stretch and elasticity of 
cables before you use them in a building bracing system.  The 
deflections you would get will be much larger than if you used steel
