Currently no expansion anchors such as Hilti, etc. are accepted to 
resist seismic forces for masonry, and few for concrete - the current 
reports are all adding that note about wind & seismic in the 
'Findings".
For masonry, epoxy anchors can be used in some instances, otherwise 
through-bolts are permitted.
