I agree with Bill Cain about using judgement on allowable overstress soil.
However, if the City says no, then try framing the second floor addition with
beams and post at the perimeter and add pad footings under existing footing
where new post occurs. Additional design and framing cost may be offset by
savings in underpinning costs. If not, then go with underpinning.
