Raster-to-vector conversion is a complicated business, and the decent programs are relatively expensive. As Dennis pointed out, AutoCAD R14 is much better than R13 at *importing* raster images, but R14 by itself doesn't do any R-to-V conversion. 

If you need to edit the details very much or intend to use them more than once, scanning them probably isn't the best approach. The results of even the more expensive R-to-V conversion programs will require some "manual" cleanup, and you'll be left with a detail that isn't drawn very accurately. If you redraw the detail in AutoCAD from scratch, you'll have complete control over distances, layers, entity types, etc. The resulting detail will be much easier to edit and reuse.
