  The majority of counties located in Maryland require a 30" frost depth. If
the structure you're designing is a slab on grade, then the bottom of only the
exterior footings are required to occur at least 30" below finished grade. As
indicated by Roger Turk's response, the bottom of interior footings must also
be placed below frost depth for a structure which includes a ventilated
crawlspace.
