You would need to be a little more specific with the "Pechino" area, but you should contact the EERC library in Berkeley, California @ 510-237-9403.  The EERC library has an English translation of the Chinese national standard building code.  Also see the EERI Earthquake Spectra, Vol. 9, No. 4, 1993, "Seismic Design of Buildings in China".
