What ever happened to the requirement of a minimum bar size of #5 with at 
least 4 bars in a tied compression member and 6 bars in a spirally reinforced 
compression member?

Tests in the 1930's showed that stresses in the reinforcing due to shrinkage 
and temperature were very large and that this minimum reinforcing was 
necessary to accommodate loads in addition to those caused by shrinkage and 
temperature.
