Your load factors are also different for AASHTO or Caltrans Manuals versis ACI /
Building Codes.  Impact also becomes a factor at shallow depth.  The ASTM
mentioned below is a good reference but you need to get a copy of the Caltrans
Manual if you are going to do underground design.
