The soil pressures for eccentrically loaded footings does get extremely high.
I suggest that on property line footings, you can add slab dowels into the
slab on grade to take the moment out of the connection. You can then treat
your footing as concentric. The deeper your footing, the smaller the slab
dowel which is required. Be carefull however, your slab will need to resist
the tension force induced from the dowels. WWF or even mild reinforcing will
be required. You also have to follow your load all the way through. Chech your
slab friction coefficient for enough weight to resist the tension. It may even
be necessary to tie the slab to opposite walls and use the passive soil
pressure on those walls.
