Fred Turner proposed four choices for action.  Fred's alternatives are good,
however I would propose a hybrid proposal as another option.

Take action at the state level similar to Fred's choice 1.  If the state doesn't
take action, most jurisdictions will not have anything in place.  Revise the
wording in Appendix Chapter 34 to clarify the terminology and intent in order to
reduce the amount of creative misinterpretation that has occurred with other
similar provisions.  Also, allow the use of performance-based methods as an
alternative to the cost-based triggers.  Rather than wait for the use of Appendix
Chapter 34 to accelerate its improvement, the state should start developing a
new repair standards that can replace the cost based triggers before the next
big one.
