The water at the bottom of the forms is going to increase the water/cement 
ratio tremendously at the bottom of the wall, reducing the strength of the 
concrete where strength is most critical.

Can you get a pipe down between the reinforcing curtains and blow the water 
out with compressed air?  I can't believe that the joint between the bottom 
of the forms and the top of the footing is so tight as to prevent water from 
passing thru.

If the contractor doesn't have a pump or can't rent one, he might want to try 
using a wet/dry shop vac first to remove much of the water before using air.
