I hate to break it to you, but your ISP is not the problem. File download
and upload time is directly proportional to the speed of your modem.  If you
are running a 28.8 or 33.6 kbps modem on phone line of moderate quality, 1
Mb per hour is not unreasonable.  If this is a real problem for you, you may
want to look into getting an ISDN hookup or DSL service if it is available
in your area.  These are services provided by the phone company, but I
believe you will still need to find another ISP besides MSN, because I don't
think they handle anything other than standard dial-up connections.
