Here are some statistics:

Northridge: over 48,000 uninhabitable dwelling units in Los Angeles and Ventura
Loma Prieta:  over 30,000 homes fell off their foundation. Laws in CA created 
mandatory notice for unbolted dwellings, weak cripple walls(which were built
according to the conventional framing provisions of their day), dwelling space
over  garage openings, etc.

Uniform Building Code: "to safeguard life or limb, health, property and public
welfare. ..."

Where are the bodies AND where are the houses?
