Normally the contractor will prepare the as-builts.  The engineer may be asked
to review and sign the drawings.   However it would be wise for the engineer
to put a disclaimer on the drawings saying that he/she has reviewed the
drawings for general comformance with the plans and that the information
provided on the drawings is provided by the contractor and therefore can only
as accurate as such...something to that affect.
