I join Rick Ranous in applauding Bill Cain's astute views on this topic
earlier today. The importance of individual member involvement at the local
level, and of local level influence within the larger organizational
framework, is critical to the vitality of the whole, and dare not be
compromised. Few engineers would suspect this principle without "outside"
exposure such as Mr Cain has experienced first hand. It was broached but
went largely unheeded in the euphoric enthusiasm to establish a SEAOC
headquarters.
