SCBF - Steel Concentrically Braced Frames in Special and Tall Buildings

In the 1996 Blue Book in commentary section
707.1.1 it says that the code does not allow SCBF
in special or tall buildings without the backup of
a ductile moment frame.  I can not find this
provision in the UBC or CBC.  Does any one out
there know where such a provision exists?
