The answer depends on the legal description of the property... but most
urban lots are prorated based on the centerline dimensions of the block
they are located in.  So if the block shrunk by 2 feet, everyone in the
block is affected by their prorated portion.  In some more rural areas
however, if the property is a meets and bounds description, than the
physical monuments such as a tree or rock are used.  If the legal
description says the west 150 feet of a particular section, then it is
the west 150 feet even if the section monuments are less than the
typical distance apart.  There are other senerios that could be
discussed but these are the most typically found.
