So put the CMU in sideways <ROFL>...  Seriously, just cut a square hole and
mount the bolt to a small piece of plywood.  Think of it just as a CLEANOUT
in the bottom course of masonry at a filled cell location.  Same idea.
You'll have more than minimum clearance specified in UBC or SBC.  You can
also tell the inspector you have an inspection port for him/her to peer into.

Aren't we having fun?  Isn't ASTM A 36 bridge steel too?
