     Inasmuch as the contractor or the client has constructed the structure 
     in clear disregard of the original design concept, you are free of any 
     liability. What you need to do is to inform the local building 
     official of the violation of the design.
     
     However, if you decide to follow through with the project, I suggest 
     the following:
     
     First, check for wind loading without the banner. If the structure's 
     support can withstand the wind then you may have to design a 
     connection of the banner to the supports in such a way that when the 
     wind exceeds a certain pressure (w/c you have to determine by test) 
     the banner will be released by that connection on its own. This 
     reduced wind pressure will be used for the design of the structure and 
     its foundation.

I designed a tall  steel frame  (82')  for a sign company . The sign company 
increased the height during construction by 20 feet. The design is not 
adequate for the increased height  with the sign in place but the sign 
company  said that they will take off the sign material ( thick cloth with 
Print ) during storm signals.
     
The design is adequate for the bare frame.
     
May I have your opinion regarding this.
