Way too harsh, IMO. I believe LA City may have over reacted with this
legislation as well as the extreme limitation on plywood shear values.

i completely agree.  however, in la city, allowable loads using simpson's
sstb
anchor bolts are limited to those values specified in table 19-e.  the
values
may be increased as specified in footnote #5 of table 19-e.  (pretty harsh
as
you can see).  design for anchorage using sec. 1925 in lieu of the table to
achieve higher values are accepatable in la city.
