consider using flowable fill, sand with 3 to 5% cement or better yet is
flowable fill with ash and cement (Flowash).  This is used often to fill up
out of service fuel tanks and to fill in  utility trench excavations.  This
often used under roadways to avoid compaction porblems, check your local
highway specs for its use.
