Fatigue design

Please allow me rephrase my question;

A member and its weld are subject to low levels of fatigue loading (say 4
ksi tension to 4 ksi compression for an 8 ksi stress range, over 2 million
cycles).

STRENGTH
Has the maximum allowable stress for static loading (say 24 ksi) been
reduced when combined with the maximum seismic/wind non-fatigue loading?

DUCTILITY
Has the ductility of the member and weld been reduced as a result of low
levels of fatigue stress?
