According to the Public Works Design Manual (CFE) 1993. Puebla state is
located in seimic zone B and its design spectrum is:

soil   		ao	c	Ta	Tb	r

I hard		0.04	0.14	0.2	0.6	1/2
II medium	0.08	0.30	0.3	1.5	2/3
III soft	0.10	0.30	0.6	2.9	1
