Don't be so quick to dismiss it.

The software industry has done this for some time now, because they can get
programmers in Bangalore for about 15% of the cost of programmers in the
States or Europe.

With the advent of electronic media and information exchange, it wouldn't be
far-fetched to expect "sweat shops" for structural drafting or even portions
of structural design.
