You can try proceeding per UBC 1905.6.4 Investigation of Low-Strength Test
Results. Were the 90 day strength tests based on field sampled cylinders?
You'll have to take core samples and also evaluate the load carrying capacity
of the concrete to determine if the concrete can still support the required
loads.  
Load tests per 1920 may also be an option.  
The 1100 to 1800 psi strengths are pretty low and replacing the concrete is
probably the right, although most painfull, solution.
