Dear Juan,

I would talk to the manufacturer of the postension tendons.  Generally
they should be able to relieve the tension at the stressing end.

Then go a ahead cut your slab creating new block outs to stress the
tendons cut on each side of the opening.  Then re stress the tendons.

Cutting an unbonded 1/2" dia 270,000 ksi is dangerous, and there are
many stories around the postentioning contractors as to the results.
