API 650 is a good reference but it does not give you the formulae.
Gaylord's "Structural engineering Handbookl", chapter 27 whose author is
Wozniak (from CB&I) gives this :


where d=ringwall height, ft
Tr= ringwall tension in lb
Kh=lateral earth-pressure coefficient

and area of steel = As= 1.7 x Tr / (0.9 x fy)

Plus need to add vertical steel for min. temperature steel requirements.
