yes.  


However, what is the probability that an earthquake will occur when the
snow loading is at it's maximum.

ASCE 7 uses the following load combinations:

Strength Design:
1.2Dead  + 1.0Earthquake + 0.5Live + 0.2Snow

Allowable Stress:
(Dead + Live +Snow + Earthquake ) * 0.75


Or, Just make sure the earthquakes only occur during the summer :)
