RE: "z" limit requirement

When you create your own MathCAD template, it is easy to add the Z
calculation that will be done each time with no additional work. 

The crack calculation resulted primarily from the switch from 40 to 60 grade
bar occurring about the same time we switched from working stress design to
ultimate strength design (as it was called then).  When rebar was reduced,
there were more cracks.

It is an indication of performance and not of strength.  It is a bit ironic
that it is required for cast in place concrete, but not in slabs for
composite design.
