Without knowing all that much about STAAD, I bet your SPECTRUM analysis 
results in loading at each node where the mass is lumped, but the UBC 
analysis applies true uniform loading on beam elements so the internal 
moments will have a different type of distribution. Have you checked to 
see of the reactions force distribution is the same in each case. If it 
isn't, than the laod is different and you may be trying to compare apples 
and broccoli.
